Boerne vs. Fair Oaks Ranch vs. Bulverde: which should I buy in?

Boerne is the Kendall County seat on I-10, with city utilities and Boerne ISD. Fair Oaks Ranch incorporated in 1988 and spans Bexar, Comal and Kendall counties, so your appraisal district depends on the lot. Bulverde is Comal County, incorporated 1999, Comal ISD, on US 281.

The one fact that surprises everybody: Fair Oaks Ranch is in three counties

Fair Oaks Ranch city limits span Bexar, Comal and Kendall counties (Wikipedia; TSHA). Two houses on the same street can sit in different counties.

That is not trivia. County determines:

  • Which appraisal district values your home and takes your homestead exemption and protest. A Kendall County parcel files with Kendall Appraisal District. A Bexar County parcel files with Bexar CAD. A Comal County parcel files with Comal CAD. Filing with the wrong one is a real and common relocation mistake, and the exemption deadline is before May 1.
  • Which county line items appear on your tax bill, and at which rates.
  • Which county offices you deal with for recording, permits outside the city, and emergency services districts.

So "Fair Oaks Ranch taxes" is not one answer. It is three, depending on the lot. Pull the specific parcel's appraisal record before you assume.

The compensating simplicity: most of Fair Oaks Ranch is served by Boerne ISD, so the school variable is usually stable across the city even when the county variable is not. Confirm the specific address with the district.

Boerne: city services and the county seat

Boerne is the county seat of Kendall County, about 31 miles northwest of San Antonio on I-10. Inside the city limits you get municipal utilities and a city government that regulates what happens on your block and, for some ordinances, out into the extraterritorial jurisdiction.

The 2025 adopted rates for a city-limits home in Boerne ISD, per $100 of taxable value:

  • Boerne ISD: 1.0109 — 0.6969 M&O plus 0.3140 debt, up from 0.9909 in 2024 (Kendall County).
  • City of Boerne: 0.4716 — also 0.4716 in 2024, 0.4766 in 2023, 0.4510 in 2022 (Kendall County).
  • Kendall County: 0.377 — 0.317976 M&O plus 0.059024 debt, down from 0.3827 in 2024 (Kendall County).

Kendall County's rate applies countywide, so a Fair Oaks Ranch home on the Kendall side pays it too — while one on the Bexar or Comal side pays that county's rate instead.

Sales tax in Boerne is 8.25 percent: 6.25 state, 1.50 city, 0.50 county (City of Boerne).

Buy in Boerne when you want walkable downtown access, I-10 as your commute, city water and sewer, and Boerne ISD without a county-line question.

The school district line is the largest single number on the bill

Compare the layers rather than the towns. For 2025, per $100 of taxable value:

Taxing unit 2025 adopted rate
Comal ISD 1.0748 — 0.7248 M&O plus 0.3500 debt (Kendall County)
Boerne ISD 1.0109 — 0.6969 M&O plus 0.3140 debt (Kendall County)
Comfort ISD 0.9328 — down from 0.9603 in 2024 and 0.9626 in 2023 (Kendall County)
City of Boerne 0.4716 (Kendall County)
Kendall County 0.377 (Kendall County)

Read the column, not the rows. Every school district rate on that list is larger than the city and county rates combined. In Boerne city limits, the 1.0109 school line is more than the 0.4716 city line and the 0.377 county line added together, and the same holds for a Comal ISD parcel.

Which means the practical version of this comparison is simple: which ISD a parcel sits in moves the monthly payment more than which city name is on the mailing address. A Bulverde home in Comal ISD carries 1.0748 where a Boerne-area home in Boerne ISD carries 1.0109 — on the same taxable value, that gap is a real line in a lender's escrow calculation, separate from any difference in price.

Comal ISD's own recent trend, per $100: 1.0748 in 2025, down from 1.0869 in 2024 and 1.0892 in 2023, with the debt component holding at 0.3500 each of those years (Kendall County). Kendall County publishes it because part of the county falls inside Comal ISD.

Rates are adopted annually by each taxing unit and they move independently. Pull the current year for the specific parcel before building a payment around any of these, and take the payment math to your lender.

Bulverde: the 281 side, and a different ISD

Bulverde is in Comal County, incorporated in 1999, with a 2020 census population of 5,692, and US 281 runs through the east side (Wikipedia; City of Bulverde).

The defining differences from Boerne:

  • Comal ISD, not Boerne ISD. Different rating record, different bond history, different tax rate. Comal ISD adopted 1.0748 per $100 for 2025 — 0.7248 M&O plus 0.3500 debt — after 1.0869 in 2024 and 1.0892 in 2023 (Kendall County). That is the single largest line on the bill, and it is higher than Boerne ISD's 1.0109.
  • Comal Appraisal District, not Kendall AD.
  • US 281 rather than I-10. That is a different commute into a different part of San Antonio, and it serves the north-central employment corridor better than I-10 does.
  • A younger, smaller municipality. Incorporated in 1999 versus Fair Oaks Ranch's 1988 and Boerne's long history as the county seat. Newer cities have less accumulated infrastructure and fewer accumulated ordinances — read that as a pro or a con depending on what you want.

How to actually choose

Work the decision in this order:

  1. Which employment center do you drive to? I-10 favors Boerne and Fair Oaks Ranch. US 281 favors Bulverde. Drive the route on a weekday at your real departure time before anything else.
  2. Which school district, and which campus? Boerne ISD has held a Texas Education Agency "A" rating for six consecutive years (Boerne Star), but campus-level grades vary within it, and Comal ISD is a separate system entirely. Verify the attendance zone with the district for the exact address.
  3. City limits, ETJ, or unincorporated? That decides whether you get city water and sewer or a well and septic, whether city ordinances apply, and which taxing entities bill you.
  4. Pull the parcel's appraisal record last, and use it to confirm county, district, and every taxing unit on the bill. Do not reconstruct that from a listing sheet.

What none of the three escapes

Groundwater. Kendall County groundwater is regulated by the Cow Creek Groundwater Conservation District, which sets drought stages and pumping rules (ccgcd.org), and Comal and Bexar county wells fall under their own districts. Any acreage property on a private well in this region carries well-yield and drought-rule due diligence that a city tap does not.
