Silver Hills

Silver Hills genuinely straddles the Kendall/Comal county line — two separate management certificates for the same association, one filed in each county. On the Kendall side, Kendall CAD shows 19 parcels, a 1.13-acre median lot and a median value near $250,000, the lowest in this guide. Comal-side school assignment is unresolved; verify by parcel.

Forest stream flowing over rocks in the Texas Hill Country

Silver Hills is a rural community southeast of Boerne along FM 3351 near Bergheim, on Silver Hills Drive and Desert Gold. It is one of the oldest platted subdivisions in the area, and it has a structural quirk that makes it worth a page of its own: it straddles a county line.

The two-county split — confirmed, not a rumor

Silver Hills is genuinely divided between Kendall County and Comal County. This is not a mapping error or a mailing-address artifact. The evidence is two separate, currently-filed management certificates for the same association:

  • A certificate recorded in Kendall County, referencing a plat filed January 9, 1967 (Document 1967-6), with a covenant extension recorded May 27, 2025.
  • A certificate recorded in Comal County, referencing a plat filed December 23, 1966 (Document 84351), with a covenant extension recorded the same day, May 27, 2025, and filed with the Comal County Clerk.

Both list the same association president, the same P.O. box in Bergheim, and the same association website. The plats were filed within weeks of each other in late 1966 and early 1967 — one on each side of the line.

What this means for a buyer: which county a specific Silver Hills lot sits in determines your county tax rate, your county services, your permitting authority, and potentially your school district. You cannot answer any of those questions for "Silver Hills" as a whole. You have to answer them for the specific parcel. Start with the appraisal district record for that parcel ID.

The numbers (Kendall County portion only)

Kendall County Appraisal District records show 19 Silver Hills parcels covering roughly 27 acres on the Kendall side, with 15 improved (Kendall CAD GIS parcel layer, retrieved September 2026). The Comal County portion is appraised by Comal CAD and is not included in those figures — so the community as a whole is larger than these numbers suggest.

On the Kendall side: lot sizes run a 10th percentile of about 0.26 acres, a median of 1.13 acres, and a 90th percentile of about 3.02 acres.

Current Kendall CAD market values on improved Kendall-side parcels: median near $250,000, 10th percentile around $169,000, 90th around $351,000.

Those are the lowest values in this entire guide by a wide margin. If your budget genuinely tops out well under $350,000 and you want land in the Boerne area, Silver Hills is one of the very few places that math works. Appraisal-district values, not asking prices, and the low figures reflect older and smaller housing stock.

History and character

The Texas State Historical Association's Handbook of Texas describes Silver Hills as a rural community and notes that visible development probably began by the 1980s — roughly fifteen to twenty years after the plats were filed in 1966-67. That gap between platting and building is typical of speculative mid-century Hill Country subdivisions, and it explains the character: lots laid out on a 1960s plan, built out slowly and individually over decades.

Expect wide variation in housing age, size and condition. This is not a uniform neighborhood, and comps here need care.

POA

There is a mandatory association: Silver Hills Property Owners Association, volunteer-run from a P.O. box in Bergheim, with CC&Rs described in its own filings as active and enforceable and extended by recorded instrument in May 2025.

The filed certificates disclose a $150 resale certificate fee, a $75 updated resale certificate, and a $150 transfer certificate fee.

The recurring assessment is not disclosed. Contact the association directly.

Utilities

Private wells and septic systems. Individual listings in the community reference well water and septic service. Confirm for the specific property, and given the age of the housing stock, treat well and septic inspection as essential rather than optional. Systems here may date to the 1980s.

Schools — genuinely unresolved on the Comal side

For the Kendall County portion, a point inside the community returns Cibolo Creek Elementary, Capt. Mark Tyler Voss Middle School, and Champion High School through Boerne ISD's own InfoFinder lookup (queried September 2026).

For the Comal County portion, we could not resolve the assignment. Boerne ISD's boundary reaches into this area and Comal ISD also has presence nearby, and we are not going to guess which campus a Comal-side Silver Hills address attends.

If schools matter to your decision, this is not a question to answer from a website — including this one. Take the specific address to both districts and get it in writing.

Jurisdiction and taxes

Kendall CAD shows no city taxing unit on the Kendall-side parcels. Unincorporated, on both sides of the line. County sheriff, rural fire response, county permitting.

Location and commute

FM 3351 southeast of Boerne near Bergheim. This is rural. The drive to Boerne for groceries or school is substantial, and the run to I-10 and San Antonio is longer still. Cell coverage is uneven.

Who it suits

It suits a buyer whose budget genuinely does not reach the rest of the Boerne market, who wants an acre of land, and who is prepared to buy an older home with old systems and fix things themselves. It suits people who want to be left alone.

It does not suit anyone who needs a short commute, a predictable comp set, new construction, or certainty about school assignment without doing the legwork. And it does not suit a buyer who will not verify which county their specific lot is in before making an offer — because that one fact changes the tax bill, the permitting, and possibly the schools.
