Fair Oaks Ranch

Fair Oaks Ranch is an incorporated city, not a subdivision, and it spans three counties — Bexar, Comal and Kendall — so your lot's county sets your tax rate and possibly your school district. Boerne ISD is verified for the Bexar and Kendall portions; the Comal portion is unresolved. Expect a master HOA plus a sub-association.

Fair Oaks Ranch is not a subdivision. It is an incorporated city, and it is one of the few in Texas that sits in three counties at once. If you take away one thing from this page, take that.

The three-county fact, and why it is the whole story

The Fair Oaks Ranch Homeowners' Association's own filed management certificate lists roughly 90 platted units, and it tags each one by county. The pattern:

  • The large majority of units — the A, AA through AE, B-series, the C-related Fountains, Chartwell and Falls units, D, E, the FG series covering Front Gate, and H through T and V — are Bexar County.
  • Units C-1 through C-15, the Enclave, and SF-1 through SF-4 are Comal County.
  • Units K-1 through K-13 and the SCR units are Kendall County.

That is not a technicality. The county your lot falls in determines your county tax rate, your county services, and potentially your school district. Two houses on opposite sides of Fair Oaks Ranch can have materially different tax bills while sharing a mayor, a police department, and an HOA.

The city itself was incorporated January 27, 1988, with its charter recorded with the Secretary of State.

The numbers

Because the city spans three appraisal districts, no single source gives a complete picture. What we verified:

Kendall County portion — Kendall CAD shows 622 parcels covering roughly 1,464 acres, with 581 improved, all carrying the City of Fair Oaks Ranch as a taxing unit and Boerne ISD as the school district. Lot sizes: 10th percentile about 0.56 acres, median 1.53 acres, 90th percentile about 5.28 acres. Median market value on improved parcels: roughly $795,000 (Kendall CAD GIS, retrieved September 2026).

Bexar County portion — Bexar County parcel records return 620 parcels whose legal description includes "Fair Oaks Ranch," with a median lot of about 0.48 acres and a median total appraised value near $651,000, built across roughly 1985 to 2024 (Bexar County parcel GIS, retrieved September 2026). That figure captures parcels whose legal description carries the name and is therefore a partial count, not the city's total — many Fair Oaks Ranch properties are described by block-and-lot without the name.

The pattern is clear even so: the Kendall County side has larger lots and higher values; the Bexar side is denser and somewhat less expensive. That is useful to know before you start touring.

The 2020 Census put the city's population at 9,833 across roughly 12.3 square miles.

Housing stock

Everything from 1980s ranch-style homes on generous lots to current new construction in the newer units. Because the city has been building since the mid-1980s, housing stock varies by forty years. Golf-course-adjacent sections, wooded acre-plus lots, and denser newer subdivisions all coexist.

HOA — the master association plus sub-associations

The master association is mandatory: Fair Oaks Ranch Homeowners' Association, Inc. (FORHA), incorporated September 5, 1975, with its Fifth Amended Bylaws recorded in 2019. FORHA maintains the wildlife preserve and the walking and nature trail system.

But FORHA is frequently not the only association you will belong to. Many sub-neighborhoods inside the city have their own separate, separately-filed associations, each with its own dues and rules. Verified examples with their own state filings include:

  • SA Front Gate Homeowners Association, Inc.
  • Arbors of Fair Oaks Residential Community, Inc.
  • Fair Oaks Gardens Homeowners Association, Inc.
  • The Homeowners Association of The Fountains of Fair Oaks Ranch
  • The Homeowners' Association of The Falls at Fair Oaks Ranch
  • Trailside at Fair Oaks Ranch HOA
  • Cibolo Trails Homeowners Association, Inc.
  • Raintree Woods Homeowners Association, Inc.
  • The Woods at Fair Oaks Homeowner's Association, Inc.
  • Fair Oaks River Valley
  • Property Owners Association of Stone Creek Ranch, Inc.
  • Deer Meadow Estates Homeowners Association

So the correct question is never "what are the Fair Oaks Ranch HOA dues." It is: which associations does this specific address belong to, and what does each one charge? Two is common. Get both fee schedules in writing.

We could not verify FORHA's current dues amount from a primary source — the association's own site would not resolve and third-party HOA directories defer to the management company. Call FORHA directly.

Note also: the golf and country club in Fair Oaks Ranch is a private club, separate from the HOA. Membership is its own decision and its own cost.

Utilities

The City of Fair Oaks Ranch operates its own water and wastewater utility, sourcing wholesale water from the Guadalupe-Blanco River Authority's Western Canyon transmission main supplemented by roughly 30 active groundwater wells. That is a genuine municipal utility, not a well and septic arrangement — a meaningful advantage over unincorporated acreage nearby.

Schools

Boerne ISD serves the Bexar and Kendall portions. The city's own website names Fair Oaks Ranch Elementary and Van Raub Elementary as the two Boerne ISD elementary campuses within city limits.

Our verification: points in both the Bexar and Kendall portions return Fair Oaks Ranch Elementary, Capt. Mark Tyler Voss Middle School, and Champion High School through Boerne ISD's own InfoFinder lookup (queried September 2026). Bexar County's school district GIS layer independently confirms Boerne ISD for the Bexar portion.

The Comal County portion is the open question. Secondary sources indicate the Comal-side units may be zoned to Comal ISD — Rahe Bulverde Elementary, Spring Branch Middle, Smithson Valley High. We were not able to verify that against a Comal ISD boundary source and we are not going to assert it. If you are buying in Units C-1 through C-15, the Enclave, or SF-1 through SF-4, verify the school assignment with both districts in writing. This is the highest-stakes unresolved fact in this guide.

Location and commute

Fair Oaks Ranch sits along I-10 between San Antonio and Boerne, with access from Ralph Fair Road, Fair Oaks Parkway, Old Fredericksburg Road, and Boerne Stage Road. The commute into San Antonio is among the best of any community in this guide — this is the closest-in option with a Boerne-area character.

Who it suits

It suits a buyer who wants a city government, a municipal water utility, mature trees and generous lots, a genuine golf community, and the shortest commute in the area. It suits people who want established rather than new.

It does not suit a buyer who wants a simple, single HOA and a single tax jurisdiction — Fair Oaks Ranch is administratively complex by design. It does not suit someone who wants the historic Boerne downtown experience; this is a separate city. And it absolutely does not suit a buyer who writes an offer without first establishing which county the lot is in.
